The Irish Council Presidency has tabled a revised Negotiating Box (ST 13922/26) that sets AgoraEU at €6.0 bn, €2.6 bn below the Commission’s proposal. It names culture, media and democracy and values as strands but gives no amounts for them. The Parliament amendments below are unchanged.

Agora EU: eleven ideas
of what news is worth

The European Commission proposed an €8.6 bn AgoraEU programme for 2028–2034 with no fixed allocation for news media. MEPs tabled 1,544 amendments; the scenarios below are the distinct budget architectures they put on the table: from a €4.3 bn cut to a €12 bn envelope with a 15% news strand. Figures are taken directly from the amendment texts; where an amendment fixes no news figure, none is shown.
